Red Blinking Light

What does it mean when the red light continually blinks, and the laptop will not turn on? The laptop itself will not turn on. Already checked the power cord and changed the outlet where it was plugged in at. Also tryed removeing the battery pak and pushed the power button to releave any static, this did not fix the powering up problem. Any Ideas as to what is wrong??????? Thanks!
